Also, what do you think about a Fresnel lens would it create "soft" enough cutoff to help with visibility? similar to the how you said to aim them a bit high?

This will just alter the light output at and below the cutoff. It wont help anyone see you better.
You might want to go with a OEM projector or get one with a squirrel finder. Might help a little
